Renegade Realms: Fellscar Marshes
Reclaimed from the Orkin tribes in 5608 DC by a band of lordless knights, the Fellscar Marshes have become the Empire’s youngest province—though they remain a province in name only. Few are fit to eke out a living in such a dismal and dreary land, and it is oft said Baron Severian—the current lord of the Marshes— rules naught but wolves and beggars. Whilst Fellscar’s wolf-haunted moors lend much truth to the former, the latter is an echo of bygone times when heavy taxes were still levied on citizens of the Marshes. Thirty years ago, Baron Severian abolished all taxation in a bid to attract new settlers; an act which earned him the loyalty of his subjects, at the cost of the Empress’ enmity.
The town of Lozera prospered as a result, growing from an ailing village into a modest trade hub. Its explosive growth is limited only by voracious packs of sabrewolves roaming the wilds, whose presence seems most concentrated around the Baron’s hold of Fellscar Keep, and a megalithic temple to the northeast. Consequently, most travelers choose to avoid these areas as well as those located further south—not that they would have any reason to go there. The Isle of Sighs is reachable only by boat, and the sunken ruins of the old town of Charcoisse are home to the living dead. Some insist Tyndalon Manor yet stands, despite it having burned down nearly half a century ago but none have returned from the Eastern Hills to confirm the rumours.
A reclusive widower, Severian rarely makes public appearances, and little is known about his personal affairs. Many suspect the Baron to descend from elven blood, explaining his apparent longevity. A loyal cadre of warriors called the Wolf Guard act as the Severian’s eyes and ears, safeguarding the realm and its denizens.
The recent disappearence of renowned alchemist Elgyn Vogelsang has been blamed on indigenous goblinoids known as Trasgu who are wont to abduct lone travellers, but many fear Vogelsang fell prey to Black Fang–a colossal sabrewolf who stalks the fog between dusk and dawn.
